Carlton worked for the Home Office for over six years, appearing for the Secretary of State in appeals to the First-tier and Upper Tribunals. He has appeared in a number of complex and high profile appeals, and has appeared alone against Kings Counsel a number of times. His practice covers the whole range of Immigration matters, with a particular interest in Deportation and Protection appeals. Carlton was a Senior Presenting Officer.

Whilst at the Home Office, he also worked as a Senior Caseworker providing advice on law and Home Office policy to other colleagues, as well as a Trainer and Mentor to new colleagues.

Carlton completed the Bar Practice Course at the University of Law in 2022, and was called to the Bar by the Honourable Society of the Middle Temple.

In 2023 Carlton was a appointed as a Judge of the First-tier Tribunal, sitting in the Immigration and Asylum Chamber. He also holds appointments as a Magistrate (Family) and as a Chair of the Valuation Tribunal for England, hearing appeals relating to Council Tax and Business rates.
